require a law passed by both Houses of Congress for

the purpose.

He would however telegraph to the Peruvian Consul

at Hongkong to concert measures with the Governor for

stopping this undesirable movement and would instruct

him to raise the Consular fee payable by emigrants for

a licence to proceed to Peru from £2 to £10, as the

most effective method of preventing penniless persons

from being cast upon our hands.

I also telegraphed to the Governor of Jamaica ask-

ing whether work could be found for these men in the

rebuilding of Kingston after the earthquake and stating

that, with his permission, I intended to send as many

as possible to the island in gradual instalments.

His Excellency answered that ample employment

awaited the Hindoos and he only requested that I would

inform him by telegraph of their numbers and the dates

of their arrival.

On the 30th ultimo I informed His Excellency that

19 men had already left Callao for Jamaica and that
